Defense Against Crime 
Police used pepper spray to put down a scrum that burst out among some rowdy welfare hooligans in the crowd. There were no reports of serious injuries or arrests. The altercation recalls an August 2010 incident, when a mob that gathered in Detroit for Section 8 housing applications broke out into in-fighting.

Some “triple-action” pepper sprays also contain “tear gas” ( CS gas ), which can be neutralized with sodium metabisulfite ( Campden tablets , used in homebrewing ), though it is not water-soluble either and must be washed off using the same procedure as for pepper spray.
